What Is PPE (Personal Protective Equipment)?

PPE, or Personal Protective Equipment, known in Turkish as Kişisel Koruyucu Donanım (KKD), refers to equipment designed to protect individuals from specific workplace hazards. In the European Union, these products are regulated under Regulation 2016/425/EU on Personal Protective Equipment.

Which Products Fall Under PPE?

Regulation 2016/425/EU covers all PPE designed to protect users from specific risks. Examples include:

  • Masks, goggles, and protective clothing against hazardous environmental conditions
  • Helmets, gloves, and safety shoes protecting against impact or falls
  • Ear protection against noise
  • Lifelines and safety harnesses preventing falls from height
  • Specialized protective equipment for athletes

⚠️ Note: Certain items for specific purposes, like household dishwashing gloves, are not covered by this regulation.

Is the CE Mark Mandatory for PPE Products?

Yes. All PPE under Regulation 2016/425/EU must carry the CE mark. The CE mark indicates:

  • The product complies with relevant EU standards
  • The product can be legally sold within the EU

What Does the CE Mark Mean on PPE Products?

The CE mark on PPE signifies that the product meets the regulatory and standard requirements. It confirms that the equipment has been tested and found safe for human health and the environment.

How to Obtain a CE Mark for PPE

PPE products are classified into three categories based on risk levels:

  1. Category I: Products providing protection against simple risks (e.g., sunglasses, household gloves)
    • CE marking can be used based on the manufacturer’s own declaration.
  2. Category II: Products providing protection against intermediate risks
    • Testing and certification by a Notified Body are required.
  3. Category III: Products protecting against high or complex risks (e.g., fire-fighting equipment, gas masks)
    • Type Examination Certificate (Module B) is mandatory
    • Production processes must comply with Module C2 or D

Authorized Bodies for CE Certification

Only EU-authorized Notified Bodies can issue CE certification. These organizations must:

  • Be registered in the EU’s official database
  • Have a 4-digit identification number

⚠️ Certificates issued by unauthorized institutions are invalid.
