Construction Products Regulation (305/2011/EU CPR)

The Construction Products Regulation (305/2011/EU CPR) is the key legislation that regulates the free movement and availability of construction products across the European Union (EU).   1. Purpose and Scope of the Construction Products Regulation

The purpose of the Construction Products Regulation is to regulate the performance and safety of construction products and ensure their free circulation across the European Union. The Regulation covers all construction products and their intended uses.

  1. Is CE Marking Mandatory for Construction Products?

The CPR requires CE Marking for many construction products placed on the EU market. The CE Marking demonstrates that products meet essential requirements and performance criteria.

  • CE Marking is mandatory only for products covered by harmonized standards.
  • For products included in the Regulation, obtaining a CE Certificate and issuing a Declaration of Performance (DoP) is obligatory.
  1. Are All Construction Products CE Marked?

No. The Construction Products Regulation makes CE Marking mandatory only for products with harmonized standards.
Products evaluated under the Regulation include:

  • Concrete products
  • Doors, windows, shutters
  • Thermal insulation materials
  • Structural support systems
  • Chimney systems
  • Gypsum-based products
  • Geotextile materials
  • Cement and components
  • Materials used in wastewater systems

  • Interior wall coverings

  • Roofing materials
  • Structural adhesives
  • Glass products
  • Power cables
  • Prefabricated equipment

For these products, CPR certification is mandatory for free circulation in the EU market.

  1. What is a Declaration of Performance (DoP)?

The Declaration of Performance (DoP) is an official document prepared by the manufacturer that defines the essential characteristics and performance of a construction product. A DoP is mandatory for a product to bear the CE Marking.

  1. Basic Requirements of the CPR

Construction products must meet certain basic requirements:

  • Mechanical resistance and stability
  • Fire safety
  • Hygiene, health, and environmental protection
  • Safety in use
  • Noise protection
  • Energy economy and heat retention
  • Sustainability

Manufacturers must also establish and implement a Factory Production Control (FPC) system.

  1. Conformity Assessment Systems under CPR

Conformity of construction products is assessed through different systems depending on the product type:

  • System 1+: Type testing, FPC audit, annual surveillance by a notified body.
  • System 1: Type testing, FPC audit, annual surveillance by a notified body.
  • System 2+: Type testing by the manufacturer, FPC audit, annual surveillance.
  • System 3: Type testing by a notified laboratory, DoP issued by the manufacturer.
  • System 4: Type testing by the manufacturer, DoP prepared based on test results.
  1. Manufacturer Responsibilities

Manufacturers must:

  • Implement Factory Production Control (FPC),
  • Carry out necessary product tests,
  • Prepare the Declaration of Performance (DoP) based on test results,
  • Affix the CE Marking correctly,
  • Keep documentation and traceability records.
  1. Responsibilities of Distributors and Importers

Distributors and importers are responsible for ensuring that the products they place on the market comply with CPR requirements. Products must not be sold unless conformity assessment procedures are completed.
